There is no timestamp on the video (though there is an "ES" logo
overlaid on it).

That video was seen here at least a year ago, probably more than two
years ago.

2015 on the Evening Standard site. Cut differently, but the same
video. Possibly staged.

I've certainly seen it before, ages ago.
