helmets and the law in Spain

Sources I assume are reliable say that the law requires helmets in
Spain. I have passed policemen without wearing one and they didn't seem
to care.

But when I was _walking_, a policeman came a couple of kilometers from
the nearest village, yelled at me for walking on the wrong side of the
road, then turned around and went beck to the village.
