If they possess the collective willingness to accept significant
lifestyle degradation and incredible expenditure, they can do some
significant fraction of what they propose. I do not thing any
significant portion of it could be done in a mere 15 years without
both of those factors being present; they're essentially proposing to
reinvent their society's transportation, energy production and
chemical industries, replacing huge amounts of infrastructure in the
process, in far less time than it would otherwise have been obsoleted.
And, most significantly, they're proposing this without a full set of
replacement technologies in existence.
