Without wishing to appear to condone the actions of such a person in any
way, this does neatly highlight my point that randomly stopping (in this
case the cyclist appears to have stopped at a bus stop) does tend to
annoy other road users.

Fair enough that the bus tooted. Bicyclist should have just acknowledged
the toot and moved out of the way.
It is illegal to park on a bus stop.
The bicyclists subsequent actions were certainly criminal.

Not at all. Justifying RLJing has its own separate arguments associated
with it.

Stopping *randomly* is possibly one of the most annoying things which
other road users can do. Probably more annoying than RLJing. It annoys
everyone. Cyclists, drivers, and in this case, bus drivers.
