I think that this is soon going to happen in San Francisco. You can't take your bike inside the work buildings and you can't afford to keep a car anywhere in the city any longer. "Low income" workers there now make below $105,000/yr.

We'll soon have dockless bike rental in Sacramento:

http://www.sacbee.com/news/local/tra...145861234.html

When you leave the bike outside a docking station you pay extra, when
someone rents it from outside docking but then parks it at a docking
destination that rider gets a bonus.

Here's the video on the same topic.

Yet another good idea that doesn't scale well when everyone does it.

You cannot have too many rental bikes in China. There are just so many people there that even if this video of yours is correct the investors simply have someone manage the company and they made money forever. The bikes rarely need repairs. The tires do not wear out. Most people are the same size so there's little problem with having to fuss with the saddle height.

This won't work in most places in the US except in San Francisco or New York which has sufficient population density and the cost of housing is so high and the lack of parking so dramatic that bicycling is actually a viable alternative.

Mobike came and presented to City Council in Cupertino. They wanted to
set up a system here. No cost to the city. Normally these bike share
systems are heavily subsidized. They don't have trucks to move bikes
around like most bike share systems.
