Evans, the "real star of the race"? My strongest recollections of him
are of him getting dropped during some important moments and his post
race complaining of his team not having the budget to hire a rider who
could "close the gaps" for him.

Lame! An example of bike-racer-excusism at its finest.

Perreiro at least went on the breakaway, dont remember how active he

Perreiro had the yellow jersey for an extended period. He was a real factor in the race.

Evans won one stage, a time trial, but really didn't initiate much action, directly or indirectly, otherwise.

Hats off to him, though -- he rode an excellent race, in my view.

A rider can be a factor in a couple of ways: 1) they can make the
breaks themselves, or 2) others can attack to get rid of the rider in
question.

Evans was clearly a factor in the race because much of Contador's and
Rasmussen's attacks were aimed at distancing Evans. He was a factor.
