shim needed on cassette body?

I have noticed that some cassette bodies come with a super thin shim
that seems to be designed to go on the body before the cassette is
mounted thereby keeping the cassette from touching the stops...

This is on a Giant TCR composit with campy 10 speed components. How
would I move the cable away from the wheel... the front derailleur
is a braze-on mount. Thanks.
