Not at all. Justifying RLJing has its own separate arguments associated
with it.
Stopping *randomly* is possibly one of the most annoying things which
other road users can do. Probably more annoying than RLJing. It annoys
everyone. Cyclists, drivers, and in this case, bus drivers.
