Unless the vehicles were moved after the crash but before that photograph
was taken, it looks almost certain that the blue car pulled out of the side
street, into the path of the pizza delivery moped.

No doubt the moped rider shouldn't have been there as he 'doesn't pay
[enough] road tax'.

That small car could be VED exempt as well, so he should not have even been using the roads at all.
