And this is different in what way? The United States also sets it's
monetary policies and trade rules to whatever it wants them to be, even
where it has trade deals that state differently. In fact even though
there is a North American free trade deal, trade between North American
countries is anything but free. Just look at the rules for exporting
Canadian goods to the United States, every US government department has
it's own rules....
