I wonder what the result would have been if it has been a car driver
coming down the hill, and not a cyclist.

But it wasn't. It was a cyclist. If it had been a car it would have been
easily identifiable by its number plates, and the car would have carried
insurance, which would have enable her to claim compensation.
So, unfortunately, it was a cyclist, who apparently did their normal
trick and scarpered.

But this is a cycling NG. Please at least make some attempt to stay on
topic, and not try to deflect the conversation to some non-existent
motorist.
Let the wriggling commence.............


a car driver would be less likely to be looking at the yard in front of
his front wheel while trying to beat a Strava time, he would also have
efficient brakes, also engine noise and tyre sounds helps to give
audible warning of approach.
