TTT times are recorded once the 5th rider crosses the line. There are
several teams currently with less than 5 riders remaining. I think it
would be highly unlikely for the Tour organizers to run a TTT with
only 1 day remaining in the race. Neither Paul or Phil have mentioned
team strengths when discussing Saturday's stage...only the individual
chances of Jan and Lance. I think what you saw was either a typo or a
translation error on the Tour's English website.

well, the official Tour site, http://www.letour.fr has it as a TTT. Check
out http://www.letour.fr/2003/us/index.html, click on 'The route' (using the
menu on the left-hand side), then 'the stages' (from the resulting drop-down
menu), and lastly scroll down until you see 'Stage 19.' Then you'll see
that it is, in fact, a Team Time Trial, NOT an Individual Time Trial.
