That's usually a measurement of the height of the heel. It derives
from the way shoe heels were traditionally made, using a stack of
slices of leather glued together and nailed in place. Of course, they
also may be using the term in some other sense, since these are
cycling shoes...and not necessarily subject to any visible logic.
