The article says something about 2019. We're not quite there yet.

But the Highway Code is, the Nov 2018 edition is the 2019 version.

It amends S163 to say :-

"Rule 163

Overtake only when it is safe and legal to do so. You should...give
motorcyclists, cyclists and horse riders at least as much room as you
would when overtaking a car"

Note even in this the rule is a "Should", not as claimed a "Must"
