No, it doesn't. It's merely an instance of the subjunctive
construction -- "IF overpopulation is a problem, THEN you committing
suicide will help".

People who don't currently perceive an overpopulation problem are
unlikely to ever perceive one until their own food or water runs out.
The rest of life on Earth can just go to Hell while they enjoy the
ride of the moment. That's what it comes down to.
