Since new higher-end bicycles already require recharging for shifting,
why not electromagnets in the pedals and in the shoes (would also
require that the rider plug into a power source).

You need to be able to turn off the magnets so the pedals and the shoes
can dump any other metal particles that might be accumulated. Permanent
magnets are not a good idea. And metal plates in the shoes will become
magnetized enough to pick up metal debris while walking.

Or maybe a dynamo wheel could be used to power the electromagnets.
