It has, but that casino has helped quite a bit.

The big draw for biking in Elgin is the Fox River Trail (with connection to
the Illinois Prairie Path), so a big focus of any plan is to connect the
neighborhoods with it. However, as the city continues to sprawl west at an
astounding rate, linking the new neighborhoods with each other and the older
parts of town by something other than an overcrowded US-20 is a major driver
as well.

I think the Boub liability concerns will fade away in the end, just as they
have in Chicago and Schaumburg.
