You could use an even more obvious symbol. Why not pay an actual
cyclist on an actual bicycle to tide up and down the road in
question. If the budget stretches to it, have several cyclists. The
combined bike + cyclist would be close to six feet tall and two
hundred pounds in weight. That ought to be even more visible than a
painted symbol on the roadway, and so might be an even better
reminder.
