It's a form of natural language, possibly mixed with free verse, that
is usually reserved for those operating under divine influence. While
normally difficult to interpret, both the encoding and decoding are
greatly improved after ingesting, inhaling, or injecting various
controlled substances. Who knows what revelations you might find
among all the gibberish?
