Default touring and panniers

Hey everyone,

I'm going to tour Europe on a Tandem. We have small panniers for

commuting
and small trips. But we're looking to go for 4 months. Any ideas what
volume will be needed? We don't intend on camping, but we will have to do
some cooking. Also, should we get fully waterproof panniers like Ortlieb

or
the Serratus aqua-nots?

Briefly, truly waterproof panniers are a good idea, but you can always just
line your non-waterproof panniers with garbage bags. Be sure to check out
the Arkel line of panniers:
