I assume you are referring to rule 66 of the Highway Code,and it says
nothing of your obtuse utterance! However, if you got another version
of your "Code" I would be pleased to learn.

See the bit about not carrying "anything which will affect your
balance"?

Go on - try to insist that slinging an Asda shopping bag onto your
handlebars won't affect your balance. You might be able to convince
yourself, possibly.


I find carrying a heavy backpack will too.
