A built up area road in Scotland is ONLY a 30 limit if it is DEFINED
as a restricted road.


Which pretty much is exactly what the previous poster said. I'll let
you read it again;

That may be the strict definition but in practice no streetlamps and
no signs in a built up area is an unlikely combination. Besides, it
is not possible to go wrong to assume a built up area is 30mph until
informed that you are allowed to go faster.


If you are having trouble, put your finger on the screen and move your
lips in time to the words, some find it helps.
