MUST means the law has been broken hence the £100 fine.

It doesn't matter what "MUST" means if it isn't used anywhere in the
text you quote. And it isn't.

You obviously ought not to believe everything you read in the Hull
Daily Mail or the Manchester Evening News.


All of this **** from a ******** cyclist who jumped off a bridge and cost
the tax payer thousands of pounds!
