Well, as the originator of the claim, perhaps you could back it up.
Schimek's site doesn't mention it, but it could be out of date. He lists
GA as a "mandatory" state, but not FL.

Some claim that the typical provision of riding to the right as far as
"practicable" is a de facto mandatory sidepath law in that it would
require using a bike lane, if present. Under that interpretation, many,
if not all, states could be considered to have them.

Of course the term "mandatory" is subject to interpretation, with or
without the conditional disclaimers frequently inserted in the statutes.

The "as far to the right as practical" amounts to leaving the scraps --
if any-- to the cyclists. They keep the lion's share and have many
strategies to slow down the competition --which also includes NEV's
(Neighborhood Electric Vehicles).
