Why the hell not??

Maybe because she was illegally crossing a road on which a temporary
closure had been put in place specifically to prevent incidents of
that kind, so has nobody but herself to blame.

All the more reason to ban cycle racing/sporting events on public roads.
If they want to race their children's toys, they should take a lesson from
motorsport, and build purpose built tracks with their own money.
After all, as they are considerably richer than everyone else, it won't be
too much of a hardship, will it?
