The Highway Code states that drivers should only cross solid double
white lines if the road is clear and they are passing a stationary
vehicle or overtaking a bicycle, horse or road maintenance vehicle
travelling at 10mph or less.

Sigh. Maybe he has a Napoleon complex.

Where's Nugent and his Book of Rules now?

Where is the evidence that the cyclist was travelling as fast as 10mph?

I mean evidence, not wishful thinking or bullish assertion.

Go to Google Maps, measure the distance the cyclist travelled, divide by the time it took.
The numerical answer is left as a exercise for the student.
