That's not parking. It's only stopping. You wouldn't say that a bus
parks at a bus stop.

....or, indeed, visiting a relative, going to the cinema, the doctor's
surgery, a hospital, the pub, a restaurant or even going to work.

The whole point is that irrespective of the parking situation at places
one travels to (areas where one has effectively no control), keeping a
vehicle on the highway at home is what should not be allowed. It would
solve a lot of problems, and at home is where people can be expected to
have and exercise options.
