No, the UCI said that they don't have any proof of him beeing
implicated in OP because thay havn't recived any papers on A.C in
Operation Puerto.

They are protecting his individual rights, just as they where trying to
do with Michael Rasmussen.

As i said, the UCI can't do anything about it (yet). They have to
follow civialn law and laws of sport. If they tried opening a case
against Contador it would be dismissed by CAS.

The difference betwen Contador and Basso/Ulrich's involvement is that
UCI and their respective national federations has access to the files
dealing with Basso/Ulrich.

UCI can't build a case because of hearsay, they need evidence which
doping tests is all about. Just as they can't exclude Rasmussen
because of hearsay.
ASO wan't to be able to use hearsay as evidence.
