Err... Tommy, that judgment was specifically concerning the right of the
Secretary of State to issue or not issue a passport and even more
specifically to the Secretary of State denying passports to petitioners
because of their alleged Communistic beliefs and associations and their
refusal to file affidavits concerning present or past membership in the
Communist Party.

It had nothing whatsoever to do with traveling on the nation's roads.
