Maybe engineers are envious of Doctors w/o Borders or something but you frequently hear about these patronizing charity projects -- the Stirling engine is the most perennial and famous example --, for the third world as though they need special technology.

In reality if a technology works in any place it'll generally work in every place.

Hopefully these lofty types are really like everyone else, looking for something that'll sell in developed countries and make a lot of money. The pretext is some kind of green washing or similar but what they are really hoping for is that the 3rd world can provide ideas or insights by getting back to basics, kind of like Leonard Bernstein when he said he liked to conduct a children's orchestra every now and then.

At least they suspect hubris is a barrier to creativity, but if you want to go to a developing country for ideas, why not be like Bernstein and just admit you are looking for a reboot?
