I don't understand why the sentence was so lenient. The guy is clearly
a nutjob and should've been locked up either in prison for 6 months-1
year or put in a mental institution

As for keeping his driving licence - if he'd have threatened someone with a
gun he wouldn't be keeping his firearms licence.

All I can think of is that he made it clear he was terribly middle class
and wouldn't do it again.
