That may be the strict definition but in practice no streetlamps and
no signs in a built up area is an unlikely combination. Besides, it is
not possible to go wrong to assume a built up area is 30mph until
informed that you are allowed to go faster.

20's are put in in the hope of getting drivers down somewhere nearer 30.
The main problem here is that they get applied to a whole stretch of
road, not just at critical points. I find the French do this much better.

A couple of miles away there is a village, no streetlamps, so has a 40
limit. It should be 30 because apart from the streetlamps it is no
different to any suburban residential road. If any proof is needed that
some drivers are completely blind to environment or limit signs, it is
that the road has a speed camera.
