Frank apparently was a teacher. Whether he taught mechanical engineering or not remains in limbo since he doesn't act as if he knows any practical mechanical engineering, meaning he probably achieved a degree and never used it. That's not unusual since 80% of graduates never work in their fields of study. But you would expect if he had a technical education he would know how easy it is to make or modify guns or make bombs using common chemicals that are untraceable.
