26 million dollars for a 4.1 mile trail??
Yow.
So, $6,341,463 a mile.
The Transcontinental Railroad was financed on the basis of
$16,000/mile (about $426,000 in today's dollars) on the flat and
$48,000 (about $1,278,000 today) in the mountains.
