Knowing a little about radio, I take issue with #9.
There are 98 FM and 47 AM stations in Smog Angeles area:

I count 19 stations out of 145, or 13% that have "Spanish" or
"Mexican" somewhere in the description. That's a rather small
percentage of Spanish language stations in an area that is 47.5%
"Latino or Hispanic":

Also, I'm usually suspicious of factoids and figures without sources.
The numbers might be somewhat right, but offhand seem to be rather
inflated or distorted as in the radio station example.

Anyway, it doesn't matter as I couldn't find the original article
searching through the L.A. Times. There are other articles in the
L.A. Times indicating that it might be a hoax. From 2008:
