No, that's not right. Being banned from driving simply means that one is
not licensed to drive on the highway (for a time) and is liable to
punishment simply for doing so. Someone like me (or, I suspect, you) who
has not been banned from driving is at no such risk.

Driving on a ban is not some sort of get out of jail free card and
doesn't mean that the ban has been lifted. The driver is still banned
and still very much at risk of retribution*. You might as well say
(actually, with more justification) that a prisoner released for the day
to attend his mother's funeral is not a prisoner.


[* Ever wondered how, given that being stopped by the police is such a
rarity, such a large proportion of banned drivers who do drive are caught?]
