All a cars energy comes from burning fuel and all energy becomes heat.

Damaging a vehicle, where the damage is not accidental or consented to,
is a criminal offence in almost all circumstances. But there is a
defence against a statutory criminal damage charge, to the effect that
causing the damage is not a crime if it is necessary, or at least, in
the circumstances, reasonably believed to be necessary, in order to
prevent other loss or damage to something in immediate need of protection.

This and analogous provisions are relied upon by the forces of law and
order the world over when gaining access to premises and vehicles in an
emergency. Saving the life of an animal (especially a legally-defined
species such as a dog) in hot weather would easily qualify for that
defence in the UK.
Note that a police officer utilising this power (it isn't limited to
police officers, BTW) is acting judiciously, cautiously and impartially.
He isn't acting out of pique.
