Default Cycling measures could stop motoring rat run

Some years ago a roundabout would go into gridlock because drivers would
go past the queue waiting to go left and do 450 degrees. When an island
was built on approach to stop this the traffic speeded up.

It's almost certain that if there was a policy of cutting rat runs, it
could reduce bottlenecks at junctions at busy times. It would make some
trips slightly longer for residents as they can't use these routes
either. But hey ho.
