I see two salient points in this article.
First, make sure any vendor is capable of providing the mandated service from the first day of the contract. This includes a smooth transition when changing vendors. One may assume the replaced vendor will completely cease operations one second after the existing contract's expiration. The new company must start operation before the new contract starts. The infrastructure must be in place and operational. The bike check-in/check-out could be simulated until the contract actually begins.
Second, the public outcry against the service interruption shows that biking around Paris is enormously popular.
