"Do not ride when it's wet outside" is new to me. Apparently puddles are
now deadly.

I'm curious: Does this sort of nonsense get stuck on bikes in Europe?

When people can and do sue for the least little thing then you should not be surprised when warning stickers sart to appear that warn against anything and/or everything. Thank your litigious society for that bicycle sticker.
