I wonder what the result would have been if it has been a car driver
coming down the hill, and not a cyclist.

He would;
(a) Have been heard.
(b) Have seen her hi viz vest.
(c) Been able to brake in time.
(d) Been traceable.
(e) Have been trained & passed a test which included observation &
anticipation skills.
