No. I guess this could come up in court if a cyclist was hit by a car
and sued for damages. The car drivers defence could be that the
reflector was not up to standard.

I guess the courts would have the powers to order an investigation into
the history of the reflector. It is also unclear what is meant by
"mounted". I might have taken mine off the bike to clean the tubing and
then remounted it. What date would be valid?

Well, I know of no case where this has come up. On a similar note, I
believe some countries have exemptions from the seat belt law if the car
was made before a cetain date.
