The problem for animals is that man moves in and takes over. When man comes
and goes, the animals easily adapt to the transient nature of the passing,
just as they adapt to the transient passing of a predator.

Hunters, fishermen call for curbs on oil and gas drilling
Two top-ranking U.S. Forest Service officials from the Clinton
administration today pitched in on a campaign by hunters and fishermen
to rein in oil and gas development in five Rocky Mountain states. The
drilling has skyrocketed under the Bush administration, alienating
many in the hook-and-bullet crowd. The group calls itself Sportsmen
for Responsible Energy Development.

Introducing a "new vision" (PDF) of how federal oil and gas leases
should be awarded were Mike Dombeck, chief of the Forest Service under
Clinton and on into the early Bush administration, and Chris Wood,
Dombeck's old aide, who is now chief operating officer at Trout
Unlimited. Said Wood:
Sportsmen support the wise use of energy resources from our public
lands. What we are unwilling to do is sit idly by while short-term
energy development decisions compromise the lands.

It's interesting how these hunters and fishers seem down on Bush now,
even though many probably voted for him a least once. Course, that can
be said of many voters nowadays, as well. And Wood wan't shy about
bringing up the politics of the matter, saying:

Sportsmen matter in the West. We matter politically and we matter
economically.

Joined by former Wyoming Game and Fish Director John Baughman, Dombeck
and Wood released a new report focused on the increased oil and gas
drilling that they say is having a big impact from Montana to New
Mexico.

Dombeck emphasized that the report "is not about dissecting a problem
ad nauseum, it's about looking at the challenges in front of us and
looking for solutions that can be implemented in a common-sense,
doable way."

They reached their conclusions after a fairly exhaustive process that
involved sending questionnaires to experts, then convening about 200
of them for a meeting.

Here's what they're recommending:

A new emphasis reflecting the principle that oil and gas leases
"grant a right to develop – and not a property right – that is
conditional upon the agency's ability to manage for fish, wildlife,
water resources and other multiple uses."
No new leases should be granted until all those older than 10 years
have been revised to better protect wildlife. (Hmmm… those would be
leases granted under the Clinton administration.)
Drilling plans should be done at the appropriate scale, realizing
that natural ecosystems cross political boundaries. This would take
into account, for example, that mule deer winter in Bureau of Land
Management acreage and summer in land managed by the Forest Service.
The government needs to set forth hands-off areas, clearly too rich
in wildlife for allowing any drilling, and withdraw them from
consideration.
Caps need to be placed on how much surface can be disturbed, and how
bad of an impact will be allowed.
Federal oil- and gas-drilling rules should be at least as strong as
protections required by state fish and game agencies' plans and
objectives.
Oil and gas development decisions should comply with the Governor's
Association Wildlife Corridors Initiative Oil and Gas Working Group
Report(PDF). This itself is another list of things to consider, such
as accounting for crucial habitat, monitoring impacts, and using
incentives to motivate the private sector.
The campaign claims to speak for speak for "hunters, anglers,
businesses and organizations from across the West."
