It doesn't take competence to shoot that down in flames.

(a) the electricity consumed by a work computer would not change
due to its usage. I don't think anyone turns off their work PC
when not using it for a few minutes, at least not in any office
I've ever been in. If they did, the current surges caused by
repeated bootups would probably *increase* consumption.


Change in the rate of consuption isn't the isse, usage is.


You specifically alluded to theft. How is usage, if it does not
result in loss of work time (see below) or an increase in power
consumption, theft..?

(b) No employee spends *every* minute of paid time doing work
related tasks. They could be having a tea break at their desk and
using the net whilst doing so.


Agreed that (most) people take breaks whilst working. It doesn't
give them the right to use the company's resources for personal
business.


It does if the employer allows it. How do you know they do not..?

(c) Rental is the same no matter what the equipment/line is being
used for.


Irrelevant.


How so..?

(d) Heating/lighting costs are the same. What has furniture got to
do with it..?


It's being used for personal, not company business.


So me sitting on my office chair while not working for the company is
theft of what, precisely..?


As I said, a competent accountant or work study person would give you the
figures in very short order. I'm not in either of those trades.

As I said (at the risk of repeating myself and becoming boring) a competent
accountant or work study person would give you a decision in very short
order.
