well, the official Tour site, http://www.letour.fr has it as a TTT. Check
out http://www.letour.fr/2003/us/index.html, click on 'The route' (using the
menu on the left-hand side), then 'the stages' (from the resulting drop-down
menu), and lastly scroll down until you see 'Stage 19.' Then you'll see
that it is, in fact, a Team Time Trial, NOT an Individual Time Trial.

I just did and it says:

Stage 19 : individual time trial - 49 km,
saturday 26 july
Pornic - Nantes

That's ITT, not TTT. Either they fixed it, or you're smoking something.

That was a mistake - which they have finally spotted and corrected.

It now shows ITT as it should.

You cannot sensibly put a TTT in this late in the race, because you
need to have all the teams with most or all of their riders to make it
at all fair: so any stage race with a TTT will have it early on,
before any mountain stages.

TTT times are recorded once the 5th rider crosses the line. There are
several teams currently with less than 5 riders remaining. I think it
would be highly unlikely for the Tour organizers to run a TTT with
only 1 day remaining in the race. Neither Paul or Phil have mentioned
team strengths when discussing Saturday's stage...only the individual
chances of Jan and Lance. I think what you saw was either a typo or a
translation error on the Tour's English website.

Hey Bud -- it's an ITT in a TTT wrapper.

However, in English, the letour.fr has this text on it,
"Stage 19 : individual time trial - 49 km, saturday 26 july"

Confused more now?

Hey Bud,

that website contains an error. It's not a TTT, no matter HOW MANY
TIMES people refer to the erroneous page. There's no way that the
tour organizers would put a team time trial at the end of the tour.
It's bad enough that a TTT rewards the GC contenders on a strong team
and penalizes the GC contenders on a weak team when held early in the
race, but to have a TTT on the penultimate day would be nuts.

There are plenty of other locations you can check to verify that
Saturday's stage is an individual TT.

Try again Bud.

Nope...it doesn't say TTT, it says Individual Time Trial for Saturday.
