Bicycle licensing has not proven to be necessary in the parts of the
world where bicycling is taken seriously...


Good point, Jym. But the issue on the table here is that bicycling is NOT
taken seriously in the US. I'm not sure I would necessarily support bicycle
licensing, but I'm also not sure how else to make people more serious about
bicycling.

Any ideas?
