I think he is being penalised for not responding to the councils request for information about his recycling methods. Ken. |

Wouldn't it be wonderful if *any* local authority could afford to tell the Labour government exactly where to stick their instructions and circulars. The fact (for those interested in them) is that LAs can't afford not to obey The Government That Hates People Who Say No, because they will have their income peevishly reduced - by swingeing amounts - if they dare to disobey. |
