Not what it at first seems.

The LA have not penalised the shopkeeper for producing no rubbish, but for
their apparently-unchallengable view that he must be illicitly and illegally
disposing (by some other means) of the rubbish they think he *must* be producing.

I wonder who passed the draconian legislation which allows and encourages
local authorities to do this (and even to fine householders for putting
rubbish in the "wrong" rubbish bin?

I think he is being penalised for not responding to the councils request for
information about his recycling methods.

Everything in the Daily Mail is depressing and accompanied by frenzied
axe-grinding. There's almost always something left out, or something
simply false, in these stories.

Peculiar how the Mail has'nt reported that this is a Conservative run
authority.

If it had been Lib Dem or Labour it would have been a front page sabre
rattling story, but of cause they are not biased in any way.

Wouldn't it be wonderful if *any* local authority could afford
to tell the Labour government exactly where to stick their instructions and
circulars.

The fact (for those interested in them) is that LAs can't afford not to obey
The Government That Hates People Who Say No, because they will have their
income peevishly reduced - by swingeing amounts - if they dare to disobey.

The BMA (British Medical Association) urges legislation to make the wearing of cycle helmets compulsory for both adults and children.

The evidence from those countries where compulsory cycle helmet use has already been introduced is that such legislation has a beneficial effect on cycle-related deaths and head injuries.
This strongly supports the case for introducing legislation in the UK. Such legislation should result in a reduction in the morbidity and mortality associated with cycling accidents.
