Clearly the fault of the van driver travelling ahead of the cyclist

Dickhead!

Mind you the following white van driver is close to being one, just
where did he think he was going to go with a body on the ground, why did
he need to get sooooo close before stopping? Not as much as a dickhead
as the cyclist though!

They can't bear to walk one foot more.

Its interesting to watch a classic over the handle bars breaking event.
A pity we can't get slow motion.

A liked the cyclist, less than 30 seconds after the accident he's back
on the bike, out of the saddle pushing to get some where in a hurry :O)

Not sure how he managed that as he had now helmet to save his life.

No but perhaps the fault of the designer. If the cyclist was
legitimately passing the barrier and would have no need to stop (no
parking charge ?) then a shorter barrier would have avoided the problem.
