Alky cyclist with no lights crashes into parked truck (inquest)

PC Sample said that if Mr Wood had a front light on his bike it would probably have provided sufficient illumination to light up the rear reflector of the pick-up and warn him of its presence. https://www.gloucestershirelive.co.u...-night-2140567 There's something not right here. In a street with no lights (irrespective of the spoeed limit in force), parked vehicles must be lit during the hours of darkness (ie, not relying on reflectors). |

If the speed limit is 30 or less then no lights are needed. Probably the cash cow would have been milked if it could be. |

In a street with no lights (irrespective of the spoeed limit in force), parked vehicles must be lit during the hours of darkness (ie, not relying on reflectors). PC Sample said Mr Wood had successfully ridden down a steep 1:12 gradient hill and he went past a parked Audi car without incident. But 27 metres further on he hit the back of the Toyota pick-up. Toyota owner Leon Dunlop, who was in his house at the time, heard a 'whizzing noise' from the bike and then the sound of the impact. He went outside, saw his truck was damaged and then saw the bicycle before spotting Mr Wood and calling the emergency services. Mrs Skerrett found that contributory factors to Mr Wood's death were the fact he had no lights on his bike on a dark night, that the Toyota had no parking lights, and that he had a high level of alcohol in his body which would have impaired his ability to control his bike. https://www.gloucestershirelive.co.u...g-pick-2154316 |

As you know, the presence of street lights is what delineates a 30mph limit, unless there is an order providing a higher limit (and repeater signs to mark it out along the route). So generally, an unlit road is not limited to 30mph. NSL applies if the road is unlit (subject to the possibility of a "special" 30mph or other limit), and any vehicle parked there has to be lit during the hours of darknessm which is reasonable enough. Not sure about laybys. But if the cylist veered into a layby as well as having no lights on his bike in addition to having had a skinful of cider, it's hard to know what to say about him that doesn't sound like "He had it coming", and I don't want to be unduly unkind to someone in his current position. |

He had also just come down a significant hill, so the truck may well have been in a garden or a garage. |
