Default Tap Water Needs To Taste Pretty Good for Fire Hydrant Mounted Water Fountains

Walmart might be talked into giving out free purified water for water bottles. Their machines don't dispense a pre set amount, but only flows until the customer turns it off.

The tiny additional cost would be worth the traffic. Cyclists might buy a banana or roll.

There was a show where Richard Hammond tried to see his own tap water to people for 0.1p/glass and no one bought it. He then bottled the same water, gave it a fancy label and sold it for 50p/bottle and immediately sold out.

Style over content.

If you gave people the choice between a family run restaurant serving freshly cooked local food and a McDonalds 90% of the trade would go to McD.
